Starfleet Intelligence Department of Strategic Analysis has forecast a 99.998% chance of a total war between the Klingon Empire and the Federation within one standard year. It has also been calculated that there is a 99.999% chance that other hostile agencies will attack the Federation once war with the Klingons begins. Rumors of an ancient enemy returning from deep-space have been substantiated and it is believed these unknown forces may already be working in the the Alpha Quadrant to foment unrest.

Additional calculations have determined with equal certainty that adherence to the Directives of the Federation will breakdown as total war develops. Evidence of this can already be found in the warlike nature of some current Federation Fleets.

Red Squadron's ultimate strategic objective is to position ourselves as a stronghold of the Directives. It is therefore required that Red Squadron constructs a secure base of operations and ensure its own lines of supply. We have been ordered to strengthen and refit our fleet as best we as we are able in light of the coming threats. We have also been authorized under Article 14 of the Federation charter to build our own network of alliances and trade as a guard against the eventual collapse of centralized Federation authority. Should Federation authority remain intact then our resources will be directed to any Federation missions that we are able to positively impact.
